  3. Step 3 — High-risk Pathway A: The system IS a safety component of a motor vehicle, which is covered by EU type-approval legislation listed in Annex I. Vehicle type-approval requires third-party conformity assessment. ✓ Annex I safety component with third-party assessment.
  4. Step 4 — Conformity assessment: Third-party conformity assessment by a notified body is required because the underlying product legislation (vehicle type-approval) mandates it.
  5. Result: HIGH-RISK — The perception system must comply with Articles 9-15 and undergo third-party conformity assessment before the vehicle can be placed on the EU market. Enforcement date: August 2, 2028 (Annex I product safety components).
